Architecture
The building is an example of 20th-century military and institutional architecture, blending Italian military design with traditional Albanian masonry techniques. Its rectangular shape and symmetrical layout create a functional design, while its stone façade harmonizes with Përmet’s urban landscape. It of two main rooms: 1) the Congress Hall – the central and most significant part of the structure, where the historical event “Përmet Congress” took place; 2) the Museum Room – dedicated to showcasing artifacts, documents and exhibits related to World War II.
History: The Congress of Përmet
Përmet’s Congress Building was constructed by Italian military (1938-1940) as part of a military barracks complex. It played a pivotal role in Albanian history, when it hosted the Congress of Përmet on 24 May 1944: Albania’s communist leaders gathered with 188 delegates from across the country to launch the Congress and establish a provisional government for Albania, emphasizing a new democratic and people-centered state. However, after the fall of communism, the building was neglected as people associated it with the start of the communist regime, and it fell into decay.
Today: Revitalizing the building
Only with its restoration in 2017, the building was revitalized: every year on 24 May, a cultural event is organized aimed at sharing stories and personal memories, while ensuring that the legacy of this built heritage is passed on to younger generations. In May 2020, a World War II Museum was inaugurated in its legendary hall. Beyond its historical role, the building serves as a cultural and educational center, fostering discussions on totalitarian regimes, World War II, and Albania’s political transformation. It houses exhibitions, research initiatives and guided tours, promoting historical awareness.
